Croatia work permit: how it works
Croatia needs a stay and work permit for most non-EU workers. Often the employer must first pass a labour market test with the Croatian Employment Service.

The two routes
| With HZZ opinion | Used when a labour market test is needed. The employer applies through the HZZ web platform |
|---|---|
| Without HZZ opinion | For listed categories and jobs, through the police administration or station |
| Decision | The police administration or station for your place of stay |
The labour market test
Before applying, the employer asks HZZ to run the test. It can apply for the permit only if the test shows a shortage of workers in Croatia. HZZ publishes a list of professions exempt from the test.
What the employer needs
- A registered business in Croatia.
- No unpaid public charges.
- At least one full-time Croatian, EEA or Swiss employee on a permanent contract in the last six months.
- No final convictions for labour or social insurance offences.
Key limits for workers
- You can work only in the job on your permit, and only for the employer you have a contract with.
- The law was changed in 2026. Reports say some permits are now limited to the area where the test was done, so check the current rules.
